Learning from the old OTA model

The paper was authored by Jon Peha and M. Granger Morgan. Peha is a professor of engineering and public policy, and of electrical and computer engineering, at Carnegie Mellon University, and former chief technologist of the Federal Communications Commission. Morgan is the Hamerschlag University Professor of Engineering and Public Policy at Carnegie Mellon and a member of the National Academy of Sciences and of the American Academy of Arts and Sciences. They are the editors and coauthors of the collection Science and Technology Advice for Congress (Routledge, 2003).
