To support this mission, FAI is seeking an Energy Policy Counsel to join the team. Reporting to the Director of Energy & Infrastructure Policy, this person will support the Energy & Infrastructure Team through legislative drafting, regulatory comment, and amicus support, translating complex legal and policy questions into actionable strategies for Congress and the courts. This role sits at the intersection of law and policy, to translate the team's legislative priorities and regulatory positions into rigorous legal advocacy and strategic counsel.

FAI’s Energy & Infrastructure work focuses on advancing policies that enable energy abundance, including permitting reform, investment into critical industries, and strengthening American energy competitiveness. The Energy Policy Counsel will play a key role in translating this work into rigorous legal advocacy and strategic counsel that advances FAI's positions before Congress, federal agencies, and the courts.

This is a full-time position based in Washington, DC.

Responsibilities

Legal drafting, amicus support, and policy counsel.

  • 50% Draft and review legislative language, regulatory comments, and legal memoranda in support of FAI's energy and infrastructure policy priorities
  • 25% Provide amicus support on litigation touching permitting reform, energy regulation, and critical infrastructure
  • 25% Advise policy staff on the legal landscape shaping key initiatives, translating complex regulatory and statutory questions into actionable guidance

Qualifications

  • 2-3 years of Hill experience, agency practice, appellate/amicus work, or a related field
  • Prior experience in energy, environmental, or administrative law at a firm, agency, or advocacy organization
  • Track record of drafting legislative language, regulatory comments, or amicus briefs that have shaped policy outcomes
  • Experience working with or alongside congressional staff, federal agencies, or public interest litigants
  • Familiarity with the legal and regulatory landscape governing permitting, energy infrastructure, or critical minerals
  • Basic coding skills are a plus, helping the candidate bridge legal, technical, and policy considerations.
