The paper was authored by Peter D. Blair. Blair is a distinguished senior fellow in the Schar School of Policy and Government of George Mason University. He was previously the executive director for engineering and physical sciences at the National Academies of Sciences, Engineering, and Medicine, and before that assistant director of the Office of Technology Assessment. He is the author of Congress’s Own Think Tank: Learning from the Legacy of the Office of Technology Assessment.
