Paul J. Ray is the director of the Thomas A. Roe Institute for Economic Policy Studies at the Heritage Foundation. He served as Associate Administrator of the Office of Information and Regulatory Affairs from June 2018 to October 2019; as Acting Administrator from March 2019 to October 2019; and as Administrator from January 2020 to January 2021.
