We are excited to announce two new members of the Lincoln Network team through our Fellowship on Advancing Critical Emerging Technologies (FACET). The two full-time Senior Fellows in the FACET program will be based in Washington, DC, and work closely with our team to translate academic ideas into actionable policies that advance American innovation. The program will focus on policy questions arising from escalating US-China competition in key technology areas.
Geoffrey Cain

Geoffrey Cain is a technologist, author, and foreign correspondent. His most recent book, The Perfect Police State: An Undercover Odyssey Into China's Terrifying Surveillance Dystopia of the Future, was called "a prescient, alarming work on the overreach of technology and state power" in a Kirkus starred review. His first book, Samsung Rising, was longlisted for the 2020 Financial Times and McKinsey Business Book of the Year award.
A former correspondent at The Economist, Cain has been a regular commentator in The Wall Street Journal, Time, Financial Times, and Foreign Policy, a contributing editor at The Mekong Review, and a regular guest on CNN, MSNBC, BBC, and Bloomberg. Cain writes about the ways that repressive governments deploy novel technologies and how democracies can respond. His work takes him to the world’s most authoritarian and far-off places, from inside North Korea to the trans-Siberian railway across Russia, from investigations into genocide in Cambodia to experiments in technological surveillance in China.
As a TechCongress fellow, he was an advisor to the House Foreign Affairs Committee, investigating malign actors who deployed technology and illicit financial tools to undermine American democracy. A Fulbright scholar, he holds a master’s with distinction from London’s School of Oriental and African Studies and a bachelor’s at The George Washington University. He is a term member of the Council on Foreign Relations.
Deepesh Chaudhari
Deepesh Chaudhari is an experienced technologist, startup founder, and community builder. His research interests include technological risks in AI and information security.
Before Lincoln Network, he worked as a Data Scientist in organizations ranging from startups to large companies and political campaigns. Most recently, Deepesh was working at Protonmail on a team focused on fighting platform abuse and disinformation.
In India, he co-founded a civic-tech company to bridge the communication gap between residents and their local governments. Based on this work, he got the opportunity to serve the State Government and received a "Google For Entrepreneurs" scholarship.
He has also served as a Technical Representative for Microsoft, where he trained more than 4,000 engineering students in emerging technologies.
Through these different positions, Deepesh has been actively involved in creating synergies between the public and private sectors to pursue social impact. He has completed his undergraduate studies in Information Technology from Pune University, graduate studies in Data Science from Galvanize, and a fellowship at 'Insight Data Science' in San Francisco.
Programming and research support for FACET is being developed in collaboration with the Plaintext Group, an initiative of Schmidt Futures, a nonpartisan, technology innovation policy initiative being developed by Schmidt Futures.
