From this position as the Ranking Member of the U.S. House Committee on Administration, which has jurisdiction over U.S. elections, Rep. Davis has been a leader on efforts to promote election integrity and oversee our election system.

Now policymakers are facing new challenges as states and local governments prepare to administer elections during the pandemic, including by expanding absentee balloting. Rep. Davis will discuss the findings of his oversight and recommendations for protecting the integrity of U.S. elections.

We will reserve the final 10 minutes of this discussion for a Q&A with Rep. Davis. This event will be moderated by Dan Lips, Lincoln Network's Director of Cyber and National Security.

U.S. Representative Rodney Davis of Illinois

Rodney Davis is currently serving his fourth term as the Congressman of the 13th District in Illinois, covering urban and rural areas of Central and Southwestern Illinois. For the 116th Congress, Congressman Davis serves on the House Transportation and Infrastructure Committee, he’s a Ranking Member of the Subcommittee on Highways and Transit, & sits on the Committee on Agriculture, Today, we’ll be talking more about his role as a Ranking Member of the Committee on House Administration – a committee responsible for overseeing the day-to-day operations of the House and federal elections. Last month, Congressman Davis introduced H.R. 6882, an amendment to the 2002 Help America Vote Act (HAVA) that prohibits states from receiving payments under the HAVA who allow ballot harvesting. He’s also sponsored H.R. 3412, The Election Security Assistance Act where he’s supported an added $380 million (with a 25% match from states) for infrastructure/ cyber improvements and top secret clearances


Dan Lips, Director of Cyber and National Security, Lincoln Network

Dan Lips is the Director of Cyber and National Security Policy at Lincoln Network. Prior to Lincoln, from 2011 to 2019, Dan worked on the staff of the U.S. Senate Homeland Security and Governmental Affairs Committee, including serving as the majority staff’s homeland security policy director. Before working on Capitol Hill, Dan served with the Federal Bureau of Investigation, focusing on cybersecurity and intelligence. From 2000 to 2010, he worked for federal and state think tanks, concentrating primarily on education policy, including serving as a senior policy analyst with the Heritage Foundation.
