While pundits and policymakers debate the promise and peril of artificial intelligence 

, too little discussion to date has centered on perhaps the central question raised by AI: how can it serve and preserve human competence? Here, even the greatest promise of AI (dazzling productivity increases) is also its peril: the loss of human skill and agency. It's high time for a philosophical conversation about tech policy: what is human competence? Why does it matter for our economy, society, and politics? How is it threatened today by AI? And how might we conceive, design, and use AI systems to reliably serve as bicycles—rather than mobility scooters—for the mind?
